Training EMS and fire, not just police
The departments that get the least training and need the most protocol.
Police training gets written first, and often only
Most communities build a police academy, then hand EMS and fire a Discord message. The irony is that EMS and fire are the departments where getting the order of operations wrong is most obvious to everyone watching.
Protocol is the material
Triage categories, transport decisions, on-scene command, when a second unit is called. These are procedural and they are the same every time, which makes them exactly what a course is good at. Write each protocol as a module, and quiz the decision, not the vocabulary.
Multi-agency is where it goes wrong
A structure fire with a patient involves fire, EMS and police at once, and the failure is almost always about who is talking to whom. Build a course around a scenario that crosses departments, and put the same scenario in front of all three.
Certify per department, assign per role
Map each department to its Discord role, and its courses reach the people already in it. A member who moves from EMS to fire picks up the fire curriculum without an admin doing anything.
